Horst Schirmeier 5ee96032c9 jobserver: gracefully handle thread creation failures

Due to the previous DatabaseCampaign fix, this may not be necessary
anymore, but it's nevertheless a good idea to handle thread creation
failures properly.

This is an import of the old danceos svn repository.  The Fail* development
started with rev 187, but this git import only contains revisions 956 and newer
due to directory structure changes.

Imported from external gitsvn checkout.
