Horst Schirmeier 52723a874e sal: allow register sets to overlap

This allows a register to be a member of multiple UniformRegisterSets.
Needed to architecture-specifically store, e.g., a list of registers to
record in traces.

This is an import of the old danceos svn repository.  The Fail* development
started with rev 187, but this git import only contains revisions 956 and newer
due to directory structure changes.

Imported from external gitsvn checkout.
