Lars Rademacher e4ba517251 openocd: halt cortex-m3 after reboot

As we want to use the cortex-m3 only for memory access, it should
always be halted. To achieve this, we need to halt it after every
reboot.

This is an import of the old danceos svn repository.  The Fail* development
started with rev 187, but this git import only contains revisions 956 and newer
due to directory structure changes.

Imported from external gitsvn checkout.
